Cancellations in off-plan housing: why buyers walk away and how to prevent it

A reservation is not yet a closed sale. Between the reservation and the deed, two, three or four years can pass, and in that time the buyer may lose a job, be turned down for a mortgage or simply change their mind. When they withdraw, the unit goes back into the inventory and the developer has to sell it again, sometimes with construction well underway.

In 2026, cancellations (desistimientos) became one of the issues that worry Colombia's housing sector most. Here are the numbers, the causes Camacol points to and what a developer can do to keep its buyers.

What the numbers say

In July 2026, La República published an analysis based on Camacol data: the twelve-month total of social-interest housing cancellations went from 12,405 in August 2022 to 33,187 in June 2026, growth of 168%. In the two previous four-year periods the increase had been much smaller: 40% between 2014 and 2018, and 48% between 2018 and 2022.

The cancellations come on top of a market that was already cooling. According to Camacol figures published by Pulzo, 105,226 new homes were sold between January and August 2026, 11.7% fewer than in the same period of 2025. With fewer new sales, every unit that comes back weighs more.

Why buyers walk away

According to the Camacol data reported by La República, most cancellations have financial causes:

  • The end of Mi Casa Ya: many social-interest housing buyers were counting on that subsidy to complete their down payment or financing.
  • High interest rates: a higher mortgage payment pushes many households beyond the budget they had when they reserved.
  • Rejected mortgages and job losses: when it is time to disburse, the bank assesses the buyer's income again.
  • Prices tied to the minimum wage: social-interest housing is priced in multiples of the minimum wage. When the minimum wage rises, so does the price, and some buyers can no longer close their financing.

There is another cause that does not show up in the figures but any sales rep recognizes: the buyer who reserved without really understanding what they were buying. If, once the building goes up, the apartment feels smaller or the view turns out different from what they imagined, that frustration adds to the financial pressure and walking away becomes easier.

What the developer can control

Interest rates and subsidies are out of reach. What happens between the reservation and the deed, on the other hand, depends largely on the developer.

1. Check affordability from the start

A mortgage pre-approval, or at least a serious simulation with the buyer before reserving, avoids selling a unit that will never be paid for. It is one sale less today and one cancellation less two years from now.

2. Sell with complete information

The better the buyer understands what they are buying, the fewer surprises later. A 3D tour of their unit, with real measurements, the light from its orientation and the view from their floor, leaves little room for expectations the building will not meet. 3. Stay in touch during the wait

Two or three years without news would make anyone doubt. A monthly progress report, with site photos compared with the model and clear dates, reminds buyers why they bought. See how to show construction progress to buyers.

4. Spot at-risk buyers early

Late down-payment installments, questions about transferring the contract or a long silence are warning signs. A timely call opens options: rescheduling payments, switching to a smaller unit in the same project or helping with the mortgage process.

5. Have the resale ready

When a cancellation happens, the time to resell the unit counts. If the sales material for that unit already exists, with its tour and its views, the rep can offer it to the waiting list that same week.

What to measure

  • Cancellation rate: canceled units over reserved units, per quarter.
  • Reason for each cancellation: rejected mortgage, change in personal circumstances, dissatisfaction with the product or other. If many mention the product, the problem lies in how it was sold.
  • Resale time: days between the cancellation and the new reservation of that unit.
  • At-risk buyers: how many are behind on payments this month.
